I'll start off..and it's a random wondering but...

What in the billions of blue blistering barnacles does this emoticon mean... ???

Is this to say, "i am happy it is raining, and slightly embarrassed?" I have never had use for this smiley nor do i recall seeing it used. (cue the many replies with this smiley in it)

Just something i have often wondered........
